The Pop recording from the Philippines, "Tuwing Umuulan," features Regine Velasquez, a singer, actress, record producer, and television host known in her home country as "Asia's Songbird" and "The Queen of Pop." Velasquez is recognized for her extensive vocal range and belting technique, having sold over seven million records in the Philippines and 1.5 million in Asia, making her the best-selling Filipino artist of all time. Born Regina Encarnacion Ansong Velasquez on April 22, 1970, in Tondo, Manila, her early vocal training included her father immersing her neck-deep in the sea to strengthen her core and stomach muscles and develop lung capacity. Velasquez rose to prominence after winning the television talent show Ang Bagong Kampeon in 1984 and the Asia Pacific Singing Contest in 1989. She initially released a single titled "Love Me Again" in 1986 under the name Chona, which was not commercially successful.
